Shift Click Delete just removes their body, the sim is still in the game you just can't see them and you can't make them visible by adding clothes. I changed some of the tuning, tried adding some extra things, however it didn't work.

You can't break into houses or choose what you want to steal. If you're a klepto, somebody has to let you into the house you want to steal from. You can only steal from 7 PM to 6 AM.
